Steering Committee representative within a reasonable <br />time after each meeting. <br />4). Every reasonable attempt will be made to obtain <br />consensus among all representatives on issues that come <br />before the Steering Committee. However, in the event <br />that consensus is not achieved, decisions made by the <br />Steering Committee, shall give equal weight to the <br />positions of each of the representatives. <br />5). Any decision may be made by the Steering Committee <br />in an assembled meeting or, upon consent of all <br />Steering Committee members, after the representatives <br />have had an opportunity to consult with one another, by <br />telephone /faxogram, telegraph, telex, letter, or by any <br />combination thereof. <br />b. The Steering Committee shall have the following duties <br />and responsibilities, as well as other duties which it may from <br />time to time agree to undertake, as long as such duties are <br />consistent with the terms of this MOU: <br />1) . Monitor the progress of development and completion <br />of the Program Plan. <br />2). Provide liaison among the Basin States, <br />Cooperating Partners and the Project Manager with <br />respect to development of Program Plan. <br />3). Review, discuss, and attempt to resolve any <br />disputes among the Basin States or Parties arising <br />under the Agreement and this MOU. <br />4). Provide direction to the Project Manager with <br />respect to the development of the Program Plan. <br />5). Review, modify, and act upon recommendations of <br />the Project Manager, including changes to the schedule, <br />and scope of work. <br />6). Review and comment on drafts of documents <br />developed for the Program Plan. The Project Manager <br />shall consider incorporating, as directed by the <br />Steering Committee, all comments in preparing the final <br />documents. Drafts of documents shall be released to <br />the public only as directed by the Steering Committee <br />or as required by law. <br />14 <br />
