Depending upon direction of the Steering Committee, advisory
committees could be formed to provide specific direction on the
following three areas:
1) water management and legal issues,
2) site specific and local community issues, and
3) scientific and technical issues.
Task 2 - River modeling studies. This task would address the
question of how additional water produced by cloud seeding would
affect the Basin. Over 8 years have passed since the last
studies were conducted. The hydrological conditions in the Basin
have changed significantly since that time, and the potential
benefits of additional water supplies need to be evaluated in
light of the current conditions and operation criteria. This
task would involve employing Reclamation's Colorado River
Simulation System model to determine how and where additional
streamflow would affect the Basin, including an analysis of
salinity impacts.
Task 3 - Environmental compliance. Cloud seeding, since it
involves manipulating the atmosphere to produce additional
precipitation, will require a National Environmental Policy Act
compliance document prior to imitation of any seeding. In
addition, environmental monitoring will be required throughout
the duration of the program. This task will identify the
actions /activities required to meet these requirements.
Task 4 - Report preparation. This task will result in a final
report in the form of a program plan. This plan will provide the
reader with a clear description of the activities, time, and cost
required to validate, quantify, and transfer cloud seeding
technology within the Colorado River Basin.
SCHEDULE
The proposed program plan preparation will require 6 month to
complete after approval to proceed and funding is received. Upon
approval to proceed the Steering Committee ::ill be formed and the
tasks will be reviewed, discussed and agreed to by the Steering
Committee. Tasks 1 through 3 can proceed relatively
independently, with the results of each feeding into Task 4.
STEERING COMMITTEE
The steering committee will be composed of representatives from
the following entities.
12
