experiments are required before any of the technologies can be <br />considered scientifically proven." <br />Reclamation is in a unique position to validate cloud seeding as <br />a useful technology, as it has the only Federal group with the <br />knowledge and experience necessary to design and conduct <br />scientific -based programs. <br />Renewed interest in a program capable of demonstrating the <br />potential of cloud seeding has led the Basin States to request an <br />updated and revised program plan. The following outlines the <br />tasks, schedule, and costs involved in preparing such a plan. <br />TASK DESCRIPTIONS <br />Four tasks would be required to complete the program: 1)Program <br />design, 2) River modeling studies, 3) Environmental compliance, <br />and 4) Report preparation. <br />Task 1 - Program design. This task would be the core effort <br />required for developing the plan. Specific activities would <br />include: <br />1) reviewing the results of technical developments and <br />research and operational programs conducted since 1983 <br />that are applicable to the Colorado River Basin, <br />2)surveying the Basin for additional subbasins that <br />could be considered as potential demonstration areas <br />for confirming winter orographic cloud seeding <br />effectiveness, <br />3) recommending, based upon consultation with Basin <br />State representative, the best demonstration areas, <br />4) developing a generalized hypothesis -esting in <br />selected subbasins, <br />5) developing procedures for physical and statistical <br />confirmation of seeding results, <br />6) identifying areas and procedures required for <br />transferability studied, <br />7) estimating the value of additional water, and <br />8) preparing cost estimates. <br />1 1 <br />
