SLAT BY:USDR LOWER COLO REU1' 2 -21-92 ; 9 :46 + ADMINISTRAT' OFC-+ 8015319705;921
Reclamation is in a unique position to validate cloud seeding as
a useful technology, as it is the only Federal agency with the
knowledge and experience necessary to design and conduct
scientifically -based programs in this field.
Renewed interest in a program capable of demonstrating the
potential of cloud seeding has led the Basin States, and the
Cooperating Partners to request an updated and revised Program
Plan. The following outlines the tasks, schedule, and coats
involved in preparing such a plan. •
TASK DESCRIPTIONS
Four tasks would be required to complete the program: 1) Program
design, 2) River modeling studies, 3) Environmental compliance,
and 4) Report preparation.
Task I Program design. This task would be the core effort
required for developing the Program Plan. specific activities
would include:
1) reviewing the results of technical developments and
research and operational programs conducted since 1983
that are applicable to the Basin,
2) surveying the Basin for additional sub - basins that
could be considered as potential demonstration areas
for confirming winter orographic cloud seeding
effectiveness,
3) recommending, based upon consultation with the
Steering committee, the acceptable demonstration areas,
4) developing a generalized hypothesis for testing in
selected sub - basins,
5) developing procedures for establishing physical and
statistical confirmation of seeding results,
S) identifying areas and procedures required for
transferability studies,
7) estimating the quantity of additional water produced
during an operational program, and
8) preparing cost estimates for a demonstration
program.
19
