SLAT BY:USDR LOWER COLO REU1' 2 -21-92 ; 9 :46 + ADMINISTRAT' OFC-+ 8015319705;921 <br />Reclamation is in a unique position to validate cloud seeding as <br />a useful technology, as it is the only Federal agency with the <br />knowledge and experience necessary to design and conduct <br />scientifically -based programs in this field. <br />Renewed interest in a program capable of demonstrating the <br />potential of cloud seeding has led the Basin States, and the <br />Cooperating Partners to request an updated and revised Program <br />Plan. The following outlines the tasks, schedule, and coats <br />involved in preparing such a plan. • <br />TASK DESCRIPTIONS <br />Four tasks would be required to complete the program: 1) Program <br />design, 2) River modeling studies, 3) Environmental compliance, <br />and 4) Report preparation. <br />Task I Program design. This task would be the core effort <br />required for developing the Program Plan. specific activities <br />would include: <br />1) reviewing the results of technical developments and <br />research and operational programs conducted since 1983 <br />that are applicable to the Basin, <br />2) surveying the Basin for additional sub - basins that <br />could be considered as potential demonstration areas <br />for confirming winter orographic cloud seeding <br />effectiveness, <br />3) recommending, based upon consultation with the <br />Steering committee, the acceptable demonstration areas, <br />4) developing a generalized hypothesis for testing in <br />selected sub - basins, <br />5) developing procedures for establishing physical and <br />statistical confirmation of seeding results, <br />S) identifying areas and procedures required for <br />transferability studies, <br />7) estimating the quantity of additional water produced <br />during an operational program, and <br />8) preparing cost estimates for a demonstration <br />program. <br />19 <br />
