7. The Chairman reminded the members of the previous request made <br />for an index of technical data to be forwarded to the-W - -R Office in <br />Tulsa, Oklahoma. <br />8. The Chairman also r mindO. the members that the A -W -R Office <br />is establishing a technical library and is anxious to receive papers <br />pertaining to earlier investigations in the three basins. <br />9. The Chairman announced that the Federal agencies must submit <br />their F.Y. 1952 budgets to the Bureau of the Budget by 15 September. <br />Some have already submitted estimates, but it is necessary to refine <br />and coordinate the estimates of all the agencies. The committee de- <br />cided to hold a Technical Conference in Tulsa, Oklahoma on September <br />11, 12, and 13 for this purpose. The sessions on September 11 and <br />12 will be between the Federal agencies and the States. The Federal <br />agencies will meet together on September 13 to work out a refined <br />coordinated budget. The Chairmen asked the Federal representatives <br />to inform the secretary at the earliest possible date of the State <br />agencies with whom they will have to confer on 11 and 12 September. <br />Mr. Byron Mitchell of the Dallas Office of the Bureau of the Budget <br />indicated that he had no conments on the budgetary plans. <br />10. Mr. Gustav E. Larson referred to the memorandum he had pre- <br />sented at the technical conference in August on data available from <br />the Department of Commerce. He raised the question as to how counties <br />should be- grouped by river basins where a county is divided by a <br />basin boundary. The Committee agreed that the Census Bureau should <br />use its best judgment. Mr. Larson next discussed Bureau of Census <br />pamphlets and publications, which were furnished to each member. <br />Mr. Larsan inquired as to the procedure his office should follow to <br />get additional census data on manufacturing into hands of committee <br />members prior to the October meeting. The Chairman requested him to <br />furnish two complete sets of available data to the ,R A-W- Office, <br />Tulsa, and requested committee members to make their wishes known to <br />Mr. Larson direct. <br />11. Mr. E. C. Warkentin discussed "Existing and Potential Prob- <br />lems Affecting the Environment of Local Communities as Related to the <br />River Basin Development." He outlined the types and sources of ob- <br />jectionable pollution and the social and economic benefits that may <br />evolve from prevention and abatement. While indicating ability of a <br />stream to absorb several kinds of pollution and how reservoirs may aid <br />in the process, he noted the severe impact on streams of oil, salt andL <br />silt. Mosquitos, capable of bearing diseases and of interfering with <br />industrial, agricultural and recreational activities, were discussed <br />together with examples of problems and methods of their solution. <br />12. Mr. Leon W. Dupuy discussed "Air and Stream Pollution Studies <br />by the Bureau of Mines." -Engineering means of preventing pollution by <br />mineral industrials' such as acid mine drainage, wastes from coke ovens <br />and salt water from oil wells, and the Bureau of Mines participation <br />were highlighted. <br />4 <br />
