in writing, in quadruplicate, as the records of the hearing will be <br />forwarded for consideration of higher authority. Written statements may <br />be handed to the Officer -in- Charge of the hearing or mailed beforehand <br />to The Officer in Charge, Arkansas -White -Red Office, P. 0. Box 61, Tulsa <br />2, Oklahoma. <br />Inasmuch as the Congress has directed that Federal projects "now <br />constructed and in operation, under construction, authorized for con- <br />struction, or projects that may be hereafter authorized substantially <br />in accordance with reports currently before or that may hereafter come <br />before the Congress . . . . . . shall not be altered, changed, restricted, <br />delayed, retarded or otherwise impeded or interfered with," those proj- <br />eots need not and should not be discussed at the hearings. Those proj- <br />ects will be thoroughly integrated into the overall plan with the <br />additional improvements and programs requested. <br />R <br />
