All interested persons are invited to be present or repre- <br />sented at the designated time and place. The following are especially <br />invited: Representatives of State, County, and municipal agencies, and <br />those of commercial, industrial, civic, highway, railroad, water trans- <br />portation, flood control, irrigation, water power, water supply and <br />drainage interests. All other persons interested in such improvements <br />and in the conservation of soil, forests, and fish and wildlife resources <br />and other beneficial development and utilization of water resources <br />including relation of water and mineral development, recreational uses, <br />salinity, and sediment control and pollution abatement are invited. All <br />persons attending hearings will be afforded full opportunity to express <br />their views concerning the character and extent of any improvement, study, <br />or technical assistance desired and the need and advisability of its <br />execution. Sponsors are urged to present specific factual material bear- <br />ing upon the general plan desired and the economic justification of the <br />undertaking. Opposing interests, if any, are also urged to state the <br />reasons for their position. Oral statements will be heard, but for <br />accuracy of record, all important facts and arguments should be submitted <br />9 <br />
