Kansas placed a call for release of water available to them from the Offset account on June 27, <br />2008 which continued until July 5, 2008. Following this releases were continued from the <br />Kansas Section II account beginning on July 5, 2008 and ending on July 18, 2008. A second <br />Offset account release followed. It started on July 18, 2008 and ended July 23, 2008. A total of <br />14,121.96 acre feet was released out of the Kansas Section II account (See Section 2 — Table IX) <br />and 14,554.8 acre feet was released from the Offset account (See Section 2 — Table III). Because <br />these releases were made consecutively, the Agreement Concerning the Offset Account in John <br />Martin Reservoir for Colorado Pumping, Determination of Credits for Delivery of Water <br />Released for Colorado Pumping, and Related Matters, dated September 30, 2005 was used to <br />determine that no transit loss resulted to water released from the Kansas Section II account. See <br />Section 2 — Table XIII and associated worksheets <br />Transit loss computations and crediting for the Offset Account portion of the release are <br />' discussed separately in the Report of the Colorado State Engineer Concerning Accounting of the <br />Operations of an Offset Account in John Martin Reservoir for Colorado Pumping, 2008. <br />' A summary of combined operations of the Colorado Section II accounts is included in Section 2 <br />— Table XII. <br />' Kansas was provided notification on July 16, 2008 of a planned operation to deliver Frying Pan - <br />Arkansas Project Water to the Ft. Bent Ditch for the benefit of the City of Lamar by means of a <br />by -pass through John Martin Reservoir. On September 16, 2008, Kansas was advised that this <br />' delivery ended on September 10, 2008. In total, 918.4 acre -feet of Frying Pan - Arkansas Project <br />Water was released from Pueblo Reservoir in this operation. After being charged appropriate <br />transit -loss, 824.3 acre -feet arrived at John Martin Reservoir and was passed through to the Ft <br />Bent canal. <br />' There were two events during the summer storage season that resulted in additions to <br />conservation storage. The first event started on August 16th and lasted through August 23rd. It <br />had total inflows of 14,571.7 acre feet. The second event started on October 13th and ended on <br />' October 16th with total inflows of 5,785.27 acre feet. This water was released to Kansas and <br />Colorado accounts in accordance with the 1980 Operating Plan. <br />P_.� <br />There was one occasion not related to operation of the Pueblo winter storage plan (August 17th _ <br />26th), when it was determined that the Amity Canal was entitled to store a total of 4,649.95 acre - <br />feet of water in its Section III account. Of this amount, 35% or 1,627.47 acre -feet was <br />transferred into the Kansas transit loss account, the Kansas Section II account, and the Colorado <br />Water District 67 accounts pursuant to Section III D of the 1980 Operating Plan. See Section 2 — <br />Table VIII <br />The compact year closed on October 31, 2008 with an ending balance for all accounts in John <br />Martin Reservoir totaling, 32,655.01 acre -feet. See Section 2 — Table XIV. <br />Section 3 of this report contains the daily accounting for the compact year. <br />
