This detention in the winter water holding account continued through March 15, <br />2008, when the distribution of 14,369.57 acre -feet occurred to the appropriate accounts pursuant <br />to Section III D of the 1980 Operating Plan. Of this amount, 14,273.99 acre -feet were transferred <br />into Section III accounts. See Section 2 - Tables VI, VII and VIII. The remaining thirty five <br />percent was transferred out of the winter water holding account each day and distributed as <br />prescribed by Section III D of the 1980 Operating Plan: 408.26 acre -feet of water to complete the <br />fill of the Kansas transit loss account, 2348.55 acre -feet transferred to the Kansas Section II <br />account and 5124.12 acre -feet to the Water District 67 winter water storage charge account and <br />thereafter to Colorado Section II accounts. See Section 2 — Table XI for details. <br />The division of inflow between conservation storage and the winter water holding account <br />followed established guidelines and resulted in an approximate overall 47 -to- 53 split <br />(conservation to winter water) over the period November 16, 2007 to March 15, 2008. See <br />Section 2 - Tables I and II. The methodology for determining the conservation storage to winter <br />water ratio was consistent with the method utilized in prior years and a worksheet summarizing <br />the determinations made was provided to the Assistant Operations Secretary's staff. The base <br />flow at the Arkansas River at Las Animas gage was determined during the period November 8th <br />through November 14th with current meter measurements conducted by the USGS on November <br />6th and by the Colorado Division of Water Resources (CDWR) on November 13th. The base <br />flow was determined to be 54.71 cfs. During the period November 15th through November 29th <br />computations were made to determine the enhanced flow associated with arrival of winter water <br />at the gage. Additional current meter measurements were conducted on November 20th by <br />CDWR and November 27th by the USGS. <br />During the winter water /conservation storage season there were two adjustments to the ratio of <br />enhanced flow to base flow, with a transition period occurring during the final five days. The <br />enhanced flow fluctuated due to operational changes associated with upstream canals. The base <br />flow was adjusted during the transition out of Winter Water as a result of an operational change <br />of an upstream canal. A new ratio was computed for each of these changes and provided to the <br />Assistant Operations Secretary's staff. <br />' For the period November 1, 2007 to April 1, 2008, conservation storage accumulated 26,097.31 <br />acre -feet. In contrast, the previous year had storage of 42,629 acre feet. The 1950 to 1975 <br />historical average winter storage amount is 22,209 acre -feet. See Section 2 — Table I <br />' Pursuant to an agreement reached by the Special Engineering Committee that will be described <br />later in this report, Colorado delivered 3,062 acre -feet to the Kansas Section II account during <br />' May 2008, as restitution for past deficits in deliveries to Kansas from the Kansas Section II <br />account. See correspondence in Section 1 following this narrative summary. <br />' The permanent recreation pool was increased by 3,875.7 acre feet during compact year 2008. In <br />May, the Colorado Division of Wildlife stored 3,747 acre feet of water imported into the <br />Arkansas River basin from the Colorado River basin pursuant to a resolution of the Compact <br />' Administration dated April 15, 1980. Colorado State Parks stored 128.7 acre feet from its <br />"Muddy Creek" water right during the month of August pursuant to a resolution of the Compact <br />' Administration dated August 14, 1976.
