' Meeting, but no specific schedule was set for actions beyond August 1st. It was anticipated that some <br />time in September could be spent on this item by both states. <br />Item #4 — Discuss Reservoir to Reservoir delivery concerns <br />' It was agreed that this would be a primary area of focus, given a delivery of transmountain water would <br />be made to the John Martin Permanent pool Kevin Salter noted that he recently thought of a <br />methodology to address Kansas concerns related to accounting associated with reservoir to reservoir <br />' deliveries involving John Martin Reservoir, but stated he wanted to review that methodology with fellow <br />Kansas team members and would provide feedback by June 1, 2008 to facilitate further discussion. We <br />discussed the fact that Colorado State Parks is planning a delivery to the Permanent Pool in John <br />' Martin Reservoir sometime between May 15th and June 10th and that Kansas input would be helpful to <br />avoid creating a disputed item related to this delivery. We also discussed that Colorado would deliver <br />fully consumable east slope water to the Kansas Section II account by May 15th, but acknowledged that <br />' Colorado would not claim the unconsumed transit loss as part of this specific delivery as part of <br />Recommendation G negotiations. <br />' We discussed working on this item more extensively in July 2008 in order to attempt to reach an <br />agreement for future operations and perhaps resolve one aspect of the dispute for CY 2007. <br />' Item #5 — Recommendation G (attached) payback for Kansas Section 11 transit losses from 1996 -2006. <br />This agreement was completed in early May and Kevin Salter provided a final signed copy of the <br />' agreement at the meeting. We discussed the location, approximate timing and water source for this <br />delivery. Colorado will provide final details to Kansas as soon as they are available and will attempt to <br />initiate the delivery beginning later the week of May 5th. <br />' Kevin p ointed out that there are two addendums mentioned in Recommendation G that need to be <br />completed either prior to the next Special Engineering Committee meeting (not scheduled) or prior to <br />' the late - October Operations Committee meeting. Kevin will work with Bill Tyner to complete these <br />addendums by the appropriate date. <br />' Kevin Salter agreed to update the Matrix following approval of Recommendation G to summarize the <br />resolved matrix issues by July 1, 2008. <br />' Item #6 — Summarize remaining Matrix items and identify which items have or have not been referred to the <br />Special Engineering Committee <br />' Kevin Salter agreed to compile this information related to the Matrix update by July 1, 2008. <br />Item #7 — Engineering Committee assignment on review of stream gages <br />We discussed the timing of the site visits to the gages between John Martin Reservoir and the Arkansas <br />' River Near Coolidge gage (Arkansas River Below John Martin Reservoir, Arkansas River at Lamar, <br />Arkansas River Near Granada, Frontier Ditch, and Arkansas River Near Coolidge) and to the Big Sandy <br />gage site. It was agreed that it would be beneficial to see the river gages in operation sometime during <br />' a Kansas delivery and that the most likely time for that to occur will be from mid -June to late -July. Kevin <br />Salter suggested the Apishapa River Near Fowler gage also be visited and reviewed. The Big Sandy <br />
