C! <br />Operations Secretary - Assistant Operations Secretary Staff Meeting <br />May 5, 2008 - Lamar, Colorado <br />t 10:00 am to 2:00 pm MT <br />Revised Summary <br />The above meeting was held as noted and attended by: <br />Kansas Colorado <br />Kevin Salter Steve Witte <br />Mike Meyer Scott Lorenz <br />Brandy Cole Bill Tyner <br />Chelsea Juricek <br />' The attached agenda served as the basis for the meeting. The meeting primarily focused on establishing <br />schedules for making progress on assignments given to the OS /AOS staff by the Operations Committee, <br />' Engineering Committee and review of operations as provided in the August 2004 Dispute Resolution Procedure <br />(Dispute Resolution Procedure). The following is a narrative description of the discussion by agenda topic: <br />Item #1— Operations Committee Action Item on dialogue between OS -AOS regarding Winter Water split issues <br />and Permanent Pool delivery issues in Compact Year (CY) 2007 <br />We discussed the general schedule to follow the August 2004 Dispute Resolution Procedure. We <br />recommend scheduling the late summer Operations Committee Meeting in Colorado sometime the <br />week of October 27th assuming Mr. Brenn and Mr. Thompson are available. We discussed disputed <br />' items (Winter Water split issues and Permanent Pool delivery issues) and those discussions will be <br />presented below. <br />Item #2 — CY 2008 Operations November through April <br />We discussed the storage operations and early season irrigation operations in very brief detail. Kevin <br />tSalter stated that Kansas did not have any specific concerns with operations to date (CY 2008) but <br />would like until July 1, 2008 to review data. <br />Item #3 — Winter Water Split issue (Matrix Item 22) <br />Tyner and Salter agreed that they were to develop a base data set in order to provide a basis to <br />evaluate the Winter Water split into John Martin Reservoir. It was noted that Scott Lorenz had worked <br />through an MS -Excel spreadsheet to complete the daily diversion record data associated with the <br />monthly diversion record values agreed to by Kansas and Colorado in Appendix B.7 of the final decree <br />' in Kansas v. Colorado. (Scott provided this spreadsheet to Kevin on May 20, 2008.) Scott Lorenz and <br />Bill Tyner will review the other base data on John Martin and Winter Water storage used by each State <br />for the double -mass analyses and will provide comments to Kansas by August 1, 2008. They will also <br />review the recommendations made by Dale Book in February of 2007 related to Winter Water split <br />procedures and provide written comments to Kansas by August 1, 2008. It is anticipated that further <br />work may be able to be scheduled on this issue prior to the late October Operations Committee <br />
