63 <br />1 <br />taken upon themselves to establish a channel capacity at <br />�. 2 <br />Avondale gage which is 1600 second --feet less than the actual <br />3 <br />capacity according to their own measurements and I really believ <br />4 <br />that this is wrong and I believe that the Compact Administration <br />5 <br />is duty -bound to take some action on that matter. <br />6 <br />Thank you for your patience, sir. <br />7 <br />MR. COOLEY. Fine. Well, the Compact has taken <br />8 <br />action and will take action on the subject. At the very least, <br />9 <br />that measurement creates an administrative burden. It appears <br />10 <br />to me to be the consensus of the Compact Administration, and it <br />11 <br />may be creating more mischief than just an administrative burden <br />12 <br />but at the very least, it appears to create an administrative <br />13 <br />burden. <br />14 <br />There is a motion without a second. I would <br />15 <br />say, with respect to the motion, and not trying to sound arrogant, <br />16 <br />I intend to write such a letter, whether supported by a motion <br />17 <br />or not, but I welcome any action the Compact would wish to take <br />18 <br />at this time. <br />19 <br />MR, GIBSON: That's a letter to the Corps -- <br />20 <br />MR. COOLEY: Yes. <br />21 <br />MR. GIBSON: -- generally? <br />22 <br />I'd so move. <br />23 <br />MR.
