COOLEY: I'll give it thorough consideration. <br />4 11 Go ahead. <br />5 MR, HOWLAND: Thank you._ <br />6 Bob Jesse is operating under a mandate from the <br />7 Corps of Engineers because they have established a safe channel <br />8 capacity of 5,000 cfs on the river channel at Avondale. Now, <br />9 'that was their establishment because their actual measurements <br />loll show that the actual channel capacity is 6600 second -feet at <br />II �� Avondale. <br />12 It also shows that the capacity of the channel <br />13 increases downstream to John Martin. So they are taking 1600 <br />14 second --feet off the river at Avondale when the capacity is <br />15 already there, they do not have to channeli.ze it or anything. <br />16 in addition to that, two major tributaries to <br />17 the Arkansas come in above the Avondale gage but below Pueblo <br />18 Reservoir. Therefore, if Fountain Creek or the St. Charles <br />19 River were running in such a fashion as to create 5,000 second - <br />20 feet at Avondale gage, Pueblo dam would be shut off completely <br />21 and that would be a loss, I feel, to John Martin. <br />22 1 didn't intend to interfere, but I've seen the <br />23 master flood control plan and that's what it is. In effect, I <br />24 <br />believe s-- <br />Maybe I see it <br />the wrong way, but <br />the Corps <br />of <br />25 <br />Engineers <br />has, without any <br />thorough hearings or <br />any other <br />thing, <br />
