COOLEY: All right, the first order of <br />7 business is the adoption of the minutes of the December meeting <br />8 and I have a problem --- I have two problems with those minutes: <br />9 The first is that, as you recall, we dispensed with the verbatim <br />10 transcript of that meeting. Related to that is the fact that <br />11 Lane Hackett, our Secretary, attempted to keep those notes with <br />12 <br />a tape <br />by <br />a portable machine <br />and, at <br />the <br />same time, <br />we <br />had a <br />13 <br />1 number <br />of <br />issues that were of <br />concern <br />and <br />interest <br />and <br />some <br />14 11 heat at the meeting. <br />15 The second problem is the fact that although I <br />16 promised Lane that I would spend the two or three nights require, <br />17 to try to work over those minutes, I have been unable or at <br />18 least I failed to accomplish this, to my embarrassment, and <br />19 what I would suggest, particularly in the absence of Mr. Sparks, <br />20 is this: That I think it would be appropriate if, in some <br />21 manner, the Compact adopted those minutes as being a reasonable <br />22 reflection of what was said but that the minutes of that meeting <br />2311 not be adopted as the final record of the activities of the <br />24 Compact Administration at the December meeting. <br />25 Now, we will open this matter for discussion.
