COOLEY: Well, I am going on the premise <br />11 that since the Compact Administration has voted, necessarily <br />12 by a unanimous vote, to establish the permanent pool, that any <br />13 reasonable activity to accomplish what has already been voted <br />14 would likely meet with the approval of the Compact. Nothing <br />15 that you have said bears the slightest hint of any action to <br />16 be taken today, nor -- at least I didn't understand you in that <br />17 direction. But I would think that your submittal at the next <br />18 meeting of the Compact of that contract for approval in whateve <br />19 language you and Mr. Helton might recommend would be a proper <br />20 item to come before the next meeting of the Compact Administrat <br />21 The only caution I have® particularly now, to Duane Helton and <br />22 to Mr. Hackett is that the proposed language be given to each <br />23 of the members of the Compact Administration at least a month <br />24 before the meeting so that they have an opportunity to analyze <br />25 it and go over it and determine state positions. <br />
