floods, coverin" coi,iparativelyT small parts of -the basin, have caused <br />moderate damage, (b) That potential flood dauages are not large, as no <br />aajor flood problem exists, (c) Thirty -three drainage districts have been <br />organized in the basin, primarily for the purpose of draining seeped land <br />and only indirectly related to flood control. Pleven of these districts <br />were constructed in connection with irrigation ;:projects, This report also <br />discusses the existing and potential irrigation projects in the South <br />Platte Basin. With retard to bank erosion, the conclusions of this report <br />are not specific with reference to the South Platte River. However, it <br />-.jas reported that the Platte River carried a fairly large amount of silt <br />in suspension; that this suspended load is somewhat coarser than that <br />transported by the .d ssouri _Liver; that the amount of sediment transported <br />along the bed of tho Platte is quite large and somewhat coarser than that <br />of the 1.1issouri River; that although bank erosion is of little importance <br />on the Platte Ritter and its tributaries the shifting of the channel is <br />very noticeable; that the fired load doubtless plays an important part in <br />the sedimentation of e_.isting reservoirs in the Platte _liver Basin. The <br />above report was submitted to Congress November 3, 1933. <br />The purpose of the present investigation is to determine whether, <br />by reason of changed economic conditions, edditional streariiflow data, <br />flood - damage data, or other factors, the Federal Government would be <br />justified in undertaking flood- control works or works for the control of <br />run -off, water -flow retardation, and soil erosion prevention. We are <br />anxious to determine whether a general flood - control program should be <br />undertaken on the aouth Platte River or any of its tributaries. To this <br />t <br />end it is desired to obtain full information as to <br />.past flood damages ; <br />and the need for water and soil conservation. <br />During the past four years Congress has announced a flood - control <br />policy which affects the entire United States. I will not attempt to <br />review the acts which pertain thereto but invite those interested to study* <br />the provisions of these flood - control acts in detail. This hearing is <br />-22- <br />
