'avorable <br />report on review of the report <br />on the Platte River, House Docu, <br />ment No. 197, 73d Congress, 2d <br />Session, on Flood Control, for <br />Bear Creek, Colorado. <br />Dear Sir: <br />It ba.ving come to the notice of the undersigned that you have ex- <br />pressed an interest in the pending proposition for flood control on the <br />Bear Creek,.Colorado, you are hereby informed that the report thereon, <br />authorized by Resolution of the Committee on Flood Control of the House <br />of Representatives; adopted June 16, 1918, has been made and is partially <br />unfavorable to improvement. <br />The report considers a project of channel improvement at Morrison, <br />Colorado, ev- acuation of the flood plain at Idledale, Colorado, a system <br />of reservoirs on the small tributaries, and a system of alarms to warn <br />tourists of impending flood danger in the valley. The report is unfavor- <br />able to .participation by the United States in any improvement for flood <br />control in the Bear Creek Basin at this time except at Morrison, Colorado. <br />The principal grounds upon which the adverse conclusions are based are <br />that (a) although a flood control project for Idledale, by means of evacu- <br />ation,.is justified by a consideration of intangible benefits and the <br />prevention -ef loss of life, local interests have not demonstrated their <br />.ability to furnish the necessary cooperation; (b) the damages in the <br />'Bear Creek-Basin are not sufficient to justify construction of retard- <br />ing reservoirs; and (c) the installation of a system of alarms is con- <br />sidered to be a proper police function of local authorities. <br />You are further notified that all interested parties have the <br />privilege "of an appeal from this conclusion to the Board of Engineers for <br />Rivers and Harbors, a permanent body sitting at ,7ashington, D.C., to which <br />all reports of this character are referred. Parties desiring to do so <br />may be heard on appeal by the Board, either orally or in writing. 11"ritten <br />communications should be addressed to the Board of Engineers for Rivers <br />and Harbors_, No, 2 New York Avenue, N.d , Washington, DEC., and should <br />be mailed in time to be in possession of the said Board within 4 weeks <br />from the date of this communication'. If, however, you have important <br />data to communicate to the Board which cannot be collected and put in <br />shape for proper presentation within 4 weeks, the Board should be informed <br />of this fact without delay ,and request made for an extension of the <br />limiting date for submitting information. If oral hearings are - desired, <br />dates for the same may be arranged by correspondence arc1. <br />
