3.3.1 GCMRC Staffing Requirements <br />2 The types of staff needed within the GCMRC to oversee, implement, and maintain a core monitoring <br />3 program (2012 and beyond) will be different from those needed to initially develop the program (1995- <br />4 2012). Research and development activities require high level researchers to develop and test new <br />5 technologies and monitoring processes. Long -term monitoring requires more technical staff to implement <br />6 or oversee monitoring activities, provide training to staff and cooperators, analyze data, and report the <br />7 results in a timely manner. Some shifting in GCMRC staffing will be needed as the program moves from <br />8 a research and development phase to the core monitoring phase. Since being established in 1995, the <br />9 GCMRC has strategically maintained a high degree of flexibility in its organization so that the permanent <br />10 portion of the staff can be adapted to core monitoring needs as they become better understood and <br />11 supported by the stakeholder program. <br />12 <br />13 The GCMRC's estimated general staffing requirements to implement core monitoring based on the <br />14 current inclusive nature of the CMINs and identified monitoring needs consist of the following: <br />15 • Core Monitoring Program Management — 4.0 Full -Time Equivalent (FTE) permanent <br />16 positions at the (Government Service) GS -11 to 15 range (senior ecologist, science chief, <br />17 biology, physical and modeling, sociocultural, data management, logistics program manager) <br />18 • Data Acquisition, Storage, and Analysis — 4.0 FTEs at the GS -7 to 14 range (biometrician, <br />19 database manager, GIS technician, data archivist and remote sensing analyst) <br />20 • Physical Science, Survey, and Modeling — 7.5 FTEs at the GS -7 to 13 range (research <br />21 hydrologist, hydrologist, hydrologic technician, surveyor) <br />22 • Biological Science — 7.5 FTEs at the GS -05 to 13 range (aquatic ecologist, fish biologist, <br />23 biological technician, terrestrial biologist, limnologist or hydrologist) <br />24 • Sociocultural Science — 2.0 FTEs at the GS -09 to 11 range (geographer, cultural monitoring data <br />25 analyst, and recreation data analyst) <br />26 • Logistics —1.0 FTEs at the (Wage Grade) WG -08 range (logistical support technician) <br />27 <br />28 The estimated total staff needed to support full implementation of the CMP is approximately 26 full -time <br />29 equivalent positions within the GCRMC. Because of the recurring and long -term nature of core <br />30 monitoring, many of the positions will be permanent full -time positions. As such, under full <br />31 implementation of the CMP, the number of full -time permanent positions at GCMRC is projected to grow <br />32 from 19 to 26 between now and 2015. Administrative and general IT /computer support will be provided <br />33 through the USGS Southwest Biological Science Center, the current administrative support center for the <br />34 GCMRC. <br />35 3.3.2 Information Outreach <br />36 The role of outreach is covered by GCMRC's publications and outreach coordinator. This position, along <br />37 with the GCMRC program managers, and the chief and deputy chief of the GCMRC, share the <br />38 responsibility of getting new information out to the public and managers in a timely and useful format. <br />39 Much of this is accomplished through frequent stakeholder interactions (Federal advisory committee <br />37 <br />
