Nettles, P.E. <br />Division Engineer <br />Dear Tom: <br />This letter is to respond to your letter of September 22, 2011 requesting approval to make reservoir <br />releases from the above referenced reservoir to Mosquito Creek via the saturated alluvium rather than a <br />surface discharge. Allowing releases directly into the saturated alluvium will both significantly reduce the <br />amount of existing wetlands that would have to be disturbed if a surface outlet was installed and allow <br />year -round releases from this reservoir at an approximate elevation of 10,250 feet above mean sea level. <br />I have discussed this request with Water Commissioner Garver Brown and we agree that allowing <br />releases directly into the saturated alluvium of Mosquito Creek is acceptable and 1 hereby approve this <br />request. <br />I would note that you are proposing extensive modifications to this existing reservoir. This reservoir <br />currently appears to be a non jurisdictional impoundment from a dam safety perspective. My approval of a <br />release structure allowing releases directly into the saturated alluvium of Mosquito Creek does not relieve <br />you of meeting all applicable dam safety requirements.
