Proposed Amendment to Article IV of the <br />By -Laws of the Upper Colorado River Commission <br />Allowing Special Meetings by Telephone <br />May 26, 2005 <br />11. The Commission may hold special meetings by telephonic communications <br />among the several members of the Commission in respect to all matters arising under <br />Article VIII of the Compact; provided, that special telephonic meetings may be called by <br />the same means described in Article IV(2). No action shall be taken during a special <br />telephonic meeting unless a quorum is present as specified in Article IV(6), each <br />member of the Commission shall have one vote, and the concurrence of four members <br />of the Commission shall be required in any action taken by it. The Secretary of the <br />Commission shall prepare minutes of any special telephonic meeting, and such minutes <br />shall be approved at the next meeting of the Commission held under Article IV(1) or (2). <br />
