8. Second Element of Recovery is Restoring Habitat, which Includes Restoring Historic <br />Floodplain Areas, Restoring Passage Around Dams and Screening Diversion Canals <br />9. Third Element of Recovery is Managing the Many Non - native Fishes in the System - -14 of the <br />more that 50 Fish Species in the Upper Colorado River Basin are Native, and Some of the <br />Non - native Fish Prey on the Young Endangered Fish <br />10. The Fourth Element of Recovery is Stocking the Endangered Fish: Stocking About 16,000 <br />Bonytail, 30,000 Razorback Sucker and a Few Colorado Pikeminnow <br />11. The Fifth Element of Recovery is Research and Monitoring <br />Report of the Treasurer <br />Mr. Ostler presented the Commission a Report of the Treasurer. Commissioner Tyrrell moved <br />that the report be accepted and the motion was seconded by Commissioner Balcomb and unanimously <br />approved. <br />Resolution Honoring Frank E (Sam) Maynes <br />The Commission discussed the passing of Frank E. (Sam) Maynes and his many contributions to <br />water resource management in the State of Colorado and the Upper Colorado River Basin States. <br />Commissioner Balcomb moved that the attached resolution be signed by the Commissioners and <br />delivered to Mr. Maynes' family. The motion was seconded by Commissioner Mutz and unanimously <br />approved by the Commission. <br />Next Meetin <br />2005. The Commission agreed that its next meeting would be in New Mexico in the late spring of <br />ACTIONS TAKEN <br />By motion duly made and unanimously passed, the Commission took the following actions: <br />1. Ammended Article 4, paragraph 5 of the Commission Bylaws regarding meetings. (Movant <br />Commissioner Balcomb; second Commissioner Mutz. <br />2. Approved the Minutes of the Meeting of June 17, 2004. (Movant, Commissioner Mutz; <br />second, Commissioner Tyrrell after mentioning corrections given to Ms. Bird, which were <br />added to the approval.) <br />3. Accepted the Report of the Treasurer. (Movant, Commissioner Tyrrell; second, <br />Commissioner King.) <br />4. Adoption of a Resolution Honoring Frank E. (Sam) Maynes. (Movant, Commissioner <br />Balcomb; second, Commissioner Mutz.) <br />5 <br />
