A That was they key goal of developing the park in the first place.
Breckenridge intended to build a world class, full- range, not minimum, whitewater park
Timothy J. Gagen, Town Manager, Town of Breckenridge, v VII, p.57
"The Town Council's vision, which was part of the discussion about what we
were trying to create, revolved around creating a - - the words that were used were
first class, world class, facility that would match the economic goals and the
tourist -based goals of the town and in essence, the discussion centered around
creating a facility that would offer a wide range of opportunity from the very
high -end competitive competition, attractive to all of a tourist base of visitors to
the beginner so that we could train or teach people, much like skiing. You have
the green to black runs. They wanted a whitewater park that would create all
those opportunities within the town of Breckenridge."
Timothy J. Gagen, Town Manager, Town of Breckenridge, v VII, pp. 61-62
Q I believe you testified that Council indicated that it wanted a first class, or
world class facility, is that correct?
A That's correct.
Q Did they indicate why?
A Well, we were - - first, the town of Breckenridge, I think, has a reputation
of doing things well. We've built one of the finest recreation centers.
We've build one of the state -of -the -art ice arenas. So, we were planning,
if we invest money, we want to do it well and so from that perspective,
that's always a key goal of the council if we're spending any dollars, to do
it well. And secondarily, our tourist based economy, we've been trying to
attract that wide -range of all types of users, just not the - - you know - - the
skier but the summer visitor, the family, so all aspects of our recreational
amenities is to try to meet the demands from the very high end to the very
beginner end, so that we will offer the full range of recreational and visitor
amenity that we can."
Timothy J. Gagen, Town Manager, Town of Breckenridge, v VII, p.62
Q Was there ever any intent expressed by Council to build a minimum size
course?
A Never.
AB0007 -2-
