Gagen, Town Manager, Town of Breckenridge, v VII, p.38 <br />A [W]e have been trying to work on building a stronger summer season and <br />then we have been trying to work on what we call the ... shoulder seasons <br />which are the period between the close of the ski mountain and the return <br />of warm weather to the mountains. <br />Q And what role does the Whitewater Park play in this effort? ' <br />A It's one other component of all the recreational amenities that we've been <br />trying to create to draw visitors and also draw all the spectators that <br />support the economic base. <br />Intent based on a vision initiated by Breckenridge's citizens <br />Timothy J. Gagen, Town Manager, Town of Breckenridge, v VII, pp. 38-39 <br />"[S]ome citizens brought forward the concept to some members of what we call <br />our BOSAC, which is our Breckenridge Open Space Committee and staff, <br />suggesting that [a whitewater park] would be a strong element to add to the <br />recreational arsenal that Breckenridge has available and as that concept got talked <br />about and embraced by the council and by the open space committee, there was <br />eventually an appropriation of money, hiring a design engineer to design the park <br />and ultimately, the construction and now the operation of the course." <br />Breckenridge intended to maximize the number of visitors the park would draw <br />Timothy J.
