The RICD will not impair the ability of the State of Colorado to develop its additional Colorado River <br />Compact entitlement. Significant additional development upstream of the RICD is constrained by existing <br />water right calls by senior appropriators including CWCB instream flow water rights. Development in the <br />balance of the Colorado River basin (over 90% of the basin area) is not impacted by the RICD at all. <br />The RICD does not constrain orderly, small - scale, in -basin water development above the RICD. The <br />existing Basalt Water Conservancy District water allotment program including sources of augmentation <br />supply above the RICD as well as a 7.5 cfs exchange through the RICD reach ensure future development <br />can occur without additional constraint by the RICD. <br />Respectfully Submitted, <br />RESOURCE ENGINEERING, INC. <br />John M.
