short, the RICD may claim more flow in the lower basin, but does not place an additional hindrance on <br />upstream Compact entitlement development. Additionally, an exchange through the RICD reach is <br />currently being adjudicated that will be senior to the RICD and allow additional upstream, in -basin <br />depletion. <br />5.2.2 Basalt Water Conservancy District Exchange <br />The Basalt Water Conservancy District (BWCD) operates a water allotment contracting program that <br />provides augmentation water directly and by exchange to water users in the Roaring Fork River basin. <br />BWCD has several sources of augmentation water including historical irrigation consumptive use credits, <br />Green Mountain Reservoir water and Ruedi Reservoir water. In Case No. 02CW77 the BWCD has <br />pending an "umbrella' augmentation plan to allow projected water uses in the BWCD to divert and deplete <br />without risk of curtailment. Earlier, in Case No. 01CW305 the BWCD applied for an appropriative right of <br />exchange, including an exchange through the RICD reach with a 12/31/2002 priority date. <br />The BWCD has claimed an exchange amount of 7.5 cfs for the Roaring Fork River from the confluence <br />with the Colorado River upstream, through the RICD reach, to the confluence with the Frying Pan. Other <br />exchanges requested by the BWCD for addition stream reaches above the RICD reach are not discussed <br />here. The 7.5 cfs exchange through the RICD reach will allow the BWCD to protect 7.5 cfs of additional <br />depletion upstream of the RICD reach when using Green Mountain Reservoir (or other sources of <br />downstream replacement water that may become available to the BWCD) as the augmentation supply. <br />Between the BWCD's augmentation supplies upstream from the RICD reach combined with the ability to <br />exchange 7.5 cfs through the RICD reach, the RICD claim poses no deterrent to in -basin water <br />development. <br />6.0 SUMMARY OF FINDINGS <br />The Town of Carbondale has filed an application for a RICD in Case No. 06CW77. The claim ranges <br />seasonally from 230 cfs (January — March) to 1,600 cfs (June). <br />Hydrologic analyses conclude that water is available for appropriation in the amounts claimed. With the <br />exception of December 16 — December 31 and January 16 - March 15 the claimed flow rates are <br />exceeded 70% of all days. The volume claimed by the RICD (175,000 acre -feet) is 35% of the average <br />annual volume (492,000 acre -feet) flowing through the RICD reach. <br />26 <br />
