management objectives but the general pattern of runoff season storage followed by fall, winter and <br />spring flow augmentation will continue. <br />For purposes of the RICD claims, the use of the 1907 — 2004 study period strikes a balance between pre <br />and post - Ruedi operations. The runoff season claims are not quite as high as they would be without <br />Ruedi regulation and the winter season claims are slightly higher than they would be without Ruedi <br />regulation, thus taking into account the practical reality of the reservoir's operation. <br />4.0 INSTREAM FLOW WATER RIGHTS <br />The CWCB has decreed instream flow water rights for multiple stream reaches of the Roaring Fork and <br />Crystal River basins above the RICD reach. In fact, the RICD is located at the lower terminus of all <br />CWCB instream flow water rights on the Roaring Fork River.
