in part or on certain conditions:
The River District owns and operates the Wolford Mountain Reservoir Project
located on Muddy Creek, tributary to the Colorado River, and has contractual rights
to water deliveries from Ruedi Reservoir. The River District operates a water
marketing program through its Colorado River Water Projects Enterprise which
utilizes water available from the sources identified above. The claimed recreational
in- channel diversion ( "RICD ") may adversely impact the ability of the River District
