SECTION 3.0 <br />RFP PAA -313S <br />SCOPE OF WORK <br />3.1 Purpose <br />Quantify the proper number of staff and supervisory levels needed for efficient and effective <br />Department operations using information from prior studies and data from the public and, <br />private sectors, and interviews with Department employees. <br />Reduce operating expenses in the Department by consolidating functions and programs <br />across Divisional boundaries. Also, seeing what viable options are available by relocating all <br />metro Denver employees and functions to one physical location. <br />Project Steps <br />Obtain an understanding of DNR's organizational and geographic structure through review of <br />organizational charts, budgets, and other internal summaries and interviews with an identified <br />employee leadership group within DNR. The employee leadership group will provide <br />information. A DNR appointed liaison will provide information, documentation and clarification <br />to the successful vendor. <br />Define DNR's current staffing profile, including the Divisions' major functions and job duties <br />descriptions through review of human resource summaries and interviews with the employee <br />leadership group. <br />Through study of DNR's vision and mission statements, organizational charts, business plans, <br />goals and objectives, job descriptions, and employee leadership group interviews; determine <br />replication of activities and potential consolidation of work with emphasis on centralizing <br />activities and workflow reengineering. <br />Identify and facilitate for DNR management a business planning process used to formulate, <br />deploy, and achieve identified business objectives by concentrating resources on high priority <br />items and reengineering existing processes. Train members of the employee leadership group <br />in the use of this business planning process. <br />Identify and facilitate for DNR management a business planning process used to formulate, <br />deploy, and achieve cross - functional efficiencies within and between Divisions. Train members <br />of the employee leadership group in the use of this business planning process. <br />Develop cost savings estimates of the proposed staffing, consolidation, and relocation <br />recommendations. <br />Develop a plan and schedule for implementation of recommendations. <br />3.2 Project Schedule <br />The successful vendor is expected to receive their Notice to Proceed on or around May 19, <br />2003. <br />The successful vendor is expected to begin work within 5 days of receiving the Notice to <br />Proceed. <br />The successful vendor will provide weekly verbal and written monthly progress reports to the <br />DNR liaison. <br />
