1 Sixty -fourth General Assembly in order to maintain essential government <br />2 services; and <br />3 WHEREAS, General fund spending is largely dictated by <br />4 constitutional requirements for K -12 education spending, Medicaid <br />5 caseloads, an expanding prison population, and state - sponsored programs <br />6 created to enhance the general welfare of the people of Colorado; and <br />7 WHEREAS, General fund spending must be constrained in future <br />8 years because of provisions in the state constitution; now, therefore, <br />9 Be It Resolved by the House o Representatives of the Sixty-fourth <br />10 General Assembly of the State of Colorado, the Senate concurring <br />11 herein: <br />12 (1) That a committee is created to meet in the interim after the <br />13 First Regular Session of the Sixty -fourth General Assembly to study state <br />14 government spending. The interim committee shall be comprised of the <br />15 members of the Joint Budget Committee, the President and the Minority <br />16 Leader of the Senate, and the Speaker and the Minority Leader of the <br />17 House of Representatives. The Speaker of the House shall be the <br />18 chairperson of the interim committee, and the President of the Senate <br />19 shall be the vice - chairperson of the interim committee. <br />20 (2) That the interim committee shall: <br />21 (a) Review the role and mission, number of employees, and <br />22 budgets of each principal department of the state government; and <br />23 (b) Consult with the Governor's Office of State Planning and <br />24 Budgeting and the executive director of each principal department to <br />25 prioritize services and find ways to reduce costs while maintaining <br />26 essential government services. <br />27 (3) That in performing this review and consultation the interim <br />28 committee may consider, but shall not be limited to, proposals to: <br />29 (a) Eliminate the duplication of government services, including <br />30 services that are or could be provided by local governments or federal <br />31 agencies; <br />32 (b) Eliminate nonessential services; <br />33 (c) Enhance the productivity of state government employees; <br />34 (d) Reduce the costs of travel, printing, and utilities; and <br />35 (e) Reduce expenditures by consolidating or otherwise <br />36 rearranging departments or agencies of state government. <br />37 (4) That the interim committee shall report its findings to the <br />38 Legislative Council in accordance with Joint Rule 24 (b) (1) (D). <br />39 (5) That the staffs of the Joint Budget Committee, the Office of <br />-2- HJR03 -1068 <br />
