R03- 1238.01 John Hershey HJR03 -1068 <br />HOUSE SPONSORSHIP <br />Young, <br />SENATE SPONSORSHIP <br />Owen, <br />House Committees <br />Appropriations <br />Senate Committees <br />HOUSE JOINT RESOLUTION 03 -1068 <br />101 CONCERNING THE CREATION OF AN INTERIM COMMITTEE TO STUDY <br />102 STATE GOVERNMENT EXPENDITURES. <br />1 WHEREAS, General fund revenues have fallen from $6.6 billion <br />2 in fiscal year 2000 -01 to an estimated $5.5 billion in fiscal year 2002 -03; <br />3 and <br />4 WHEREAS, General fund operating expenditures have remained <br />5 virtually unchanged during the same period; and <br />6 WHEREAS, General fund spending for capital construction and <br />7 transportation were reduced from $500 million to dust over $100 million <br />8 during the Second Extraordinary Session of the Sixty -third General <br />9 Assembly in September 2001; and <br />10 WHEREAS, The General Assembly transferred approximately <br />11 $1.2 billion from cash funds to the general fund throughout the 2001 -02 <br />12 and 2002 -03 fiscal years to maintain essential government services; and <br />13 WHEREAS, The General Assembly has passed increases in fees <br />14 of more than $70 million during the First Regular Session of the <br />M Double underlining denotes SENATE amendment. <br />Capital letters indicate new material to be added to existing statute. <br />Dashes through the words indicate deletions from existing statute. <br />
