SECTION 5.0 <br />RFP PAA -313S <br />EVALUATION PROCESS <br />5.1 INTRODUCTION: <br />This section outlines the evaluation criteria to be used by the Evaluation Committee in the <br />selection of the best proposal in response to this RFP. <br />The contract will be awarded to that consultant whose proposal, conforming to the RFP, will be most <br />advantageous to the State of Colorado, price and other factors considered. <br />The Evaluation Committee shall review and score each of the proposals based on the criteria listed <br />below. All proposals will receive fair and equal treatment. Based upon the ranking of the proposals <br />after this review, the top proposers may be asked to make an oral presentation of their proposals. A <br />combined score based on the written proposal and oral presentation shall serve to determine the top <br />ranked proposal. This proposal shall be recommended by the Evaluation Committee to management <br />for contract award. <br />5.2 EVALUATION CRITERIA OF ALL SUBMITTED PK0FUSAL5: <br />e evaluation committee will evaluate all submitted proposa s ased on the evaluation criteria listed <br />below (5.3 through 5.7) <br />5.3 MANAGEMENT SUMMARY: <br />e project approac will be scored based on how well the evaluation committee feels the <br />approach will accomplish the goals of the project as outlined in section 3.0. <br />5.32 The administrative approach and project management techniques will be evaluated based on <br />The ability of the proposer's methods to coordinate and complete the project on time. <br />5.4 REFERENCES /PORTFOLIO <br />References will a evaluated based on comments and statements given by references. <br />5.4.2 Portfolio samples of reports on similar types of projects will be evaluated based on how <br />successfully the samples demonstrate the proposer's ability to complete the goals and <br />expectations of the project as outlined in section 3.0. <br />5.5 PROPOSER'S PERSONNEL: <br />e organization chart will be used to evaluate the proposed staff assigned to the project. <br />5.5.2 Resumes of key personnel will be used to evaluate the experience of the proposers staff as it <br />relates to the project. <br />5.6 PROJECT SCHEDULE <br />The proposed sc e u e will be evaluated on how the proposer plans to schedule milestones to meet <br />the project deadline. <br />5.7 PRICE: <br />Price will be a factor in award. <br />t:\ACTTRANS\rfpskl2000 <br />
