Execu[ive Summary <br />the planning area was considered. The USGS National Hydrogaphy Datase[ was used as the <br />starting point to select all perennial streams within the field office boundary. Intermittent streams <br />were added to the inventory based on input from BLM, GJFO, and Colorado State Office <br />specialists wherc potential outstandingly remarkable valucs (ORVs) may exist. The BLM <br />presented its preliminary eligibility findings during public scoping for the RMP and askcd the <br />public to comment and identify other streams that may be eligible for inclusion in the NWSRS. <br />The 6LM received 36 discreet commenls in seven Ietters during scoping. See Section L9 for <br />comment details. <br />Per the WSR Act, an eligible segment must be Gee flowing and possess one or more ORV(s). <br />River valucs are evaluated within a region of comparison and are identified as outstandingly <br />remarkable if the value is significant on a regional or national scale. Eligibility decisions are <br />based solely off the values of a river. Managerial constraints and other factors are considered <br />during the suitability determination stage of the process. If a river segment is determined eligible, <br />it is then assigned a tentative classification (wild, scenic, recreational) based on the level of <br />human devclopment in the river corridor. <br />Uraft F.ligibility Results <br />In thc inventory phase 117 segments were identified for review. After the eligibilily study was <br />completc, 15 watercourses, separated into 20 segments, were identified as cligiblc. Eligible <br />segments of the GJFO include segments from the following areas: <br />Colorado River (3 Segmen[s) <br />Dolares Rivcr <br />Delores River <br />North Fork Mesa <br />Bluc Crcek <br />Domingucz Canyons and Little Dominguez (4 Segments) <br />Gunnison River (2 Segments) <br />Little Uolores River <br />Roan Creek and Carr Creek <br />Rough Canyon <br />Unawcep Canyon <br />East Creek <br />West creek <br />North Fork West Creek <br />Utc Crcek <br />Nezt Steps <br />River segments determined eligible move forward to the suitability phase. These segrnents are <br />evaluated for their suitabiliry during the development of the Draft RMP and Draft Environmental <br />Impact Statement, and Final RMP and Final F,nvironmental Impact Statement. The final decision <br />on the suitability of a given river segment will be made in the Record of Decision for the Grand <br />Junction RMP. <br />Wild and Scenic River Eligibility Reporl.
