Per the WSR <br />Act, an cli�iblc segment must be free flowing and possess one or more ORVs. If a river segment <br />is determined eligible, it is then assigned a tentative classification. Eligibility determinations are <br />based off of the values of a river, meaning 'jurisdictional and management constraints are not a <br />consideration in determination of a river's eligibility for designation as WSRs" (l3LM 20046). <br />This phase does not take into account land owncrship constraints, potential competing uses of <br />land and water, cost of acquiring Iands, watcr rights, local and state plans, eta The suitability <br />stage of the assessment (Chapter 6) considers a variety of factors beyond resource v�lues in <br />detcnnining the scgments inclusion in the ROD and of segments for designation. <br />2.1 Determination of Free-Flowing <br />The WSR Act detines free-flowing in Section 16(b) as,'`existing or flowing in natural condition <br />withou[ impoundment, diversion, straightening, rip-rapping, or other modification of thc <br />�vaterway."
