There are also significant locations where <br />shallow flow drops over the structures, where a boat could be damaged or a boater hurt. Similar <br />structures at other locations, for which CWCB provided photographs show similar problems. We <br />have observed this at the Clear Creek Project in Golden. <br />Another situation of concem is the role of the private attomey for the Chaffee County, whom <br />conducts work for many other communi6es with other RICD applications. It appears that he argues <br />against CWCB engineering reviews, and we wonder if he is directing engineering andlor restricting <br />the infortnation that CWCB receives. <br />We are unaware of the Engineering design contract, and what role the community employees have <br />taken in directing or approving the engineering. <br />This is a troublesome situation, which I believe should be investigated with regard to engineering <br />conduct and public safety issues. There are numerous potential violations of the PE regulations, <br />some of which may include the following or other related items: <br />Not providing adequate engineering including river stability analysis, surveys, and <br />analysis of existing and proposed floodplain conditions. <br />2. Not providing engineering design and construction documents, including drawings and <br />specifications. Not sealing such documents, if they exist. <br />3. Not submitting permit applications for floodplain modifications, including standard <br />engineering analysis and supporting documents. <br />4. Not submitting information, analysis, and design documents per CWCB. <br />5. Not conducting the engineering surveys, analysis and design following standard <br />engineering practice for river hydraulics, river structures, river stabilization, and <br />whitewater facilities. <br />6. Not providing information per standard engineering practice or when requested. <br />7.
