Review of the report has raised concems regarding <br />the engineering standard and conduct supporting the document. Various modifications of the river <br />have been made to develop a river park in each community and enhance whitewater recreation. <br />Substantial modifications of the Arkansas River have been made. Many similar modifications have <br />been designed by Recreation Engineering and Planning on other rivers. Typically the key <br />structures are low head dams formed of plain and grouted boulders and other riprap work.
