Feasibiiity Study <br />Paradise Acres Homeowners Associat�on <br />Construction af t�dicated Line � Building <br />lntroduction <br />Paradise Acres Homeowners Associafian (PAHA) is responsible for the operation, mair�tenance <br />and r�utatary comptiance of the potable water system which serves the rural housing <br />deveiopment known as Paradise Acres due to PAHA's accepiance of a Quit Claim Deed from <br />the ariginal devetoper. There are <br />currently five hauses which are too cfose to fhe source well to meet the disin#ection . <br />requirements far cantact time if chlarination is done ai the wefl. <br />This loan fequ�st is to provide funds to complete the remaining 3800 %et o# dedicated fif! fine <br />from the saunr.e well to the existing starage tgnks as wep as funds to pravide a small building to <br />enclose the chiar�nation equipmen# which woufd be instailed just upstream af the storage tanks. <br />Appraximafely 18 months ago, 25Q0 feet af future fiH line was installed in the ditch during a <br />project to rep{ace a section of distribution system. �'his project is to compiete that line. <br />Project 5ponsor <br />Paradise Acres Homeowners Assaciaiion (PAHA} was formed June 16, 1998 and is duly <br />registered with the State of Coiorado. PAMA is located in the southwesiem portian of Huerfano <br />County off o# County Rd 572 known as Pass Creek Road. The Assaciation has the pawer ta <br />ass� th� owners ta meet a�y financial obligatinns af the Association. Ofi 140 lots, 86 are owned <br />by 60 individuals/couples. Tiie rest are still awned by the late developer's estate. At preseni, there <br />�re 37 hames with 'E in the building st�ges. There are approximately 16 year round residents. <br />Another 10 resid�nces are oc.�upied about 6 months of the year. PAHA is a non-profit <br />Homeowners Association. The Baard af Directors recommends a budget each year tha# is voted <br />upon by the property owners. A copy af the association c,flvenarits end byfaws ars induded as <br />Appertdix A. <br />Project Service Area and Facilit�es <br />The developer irtstalled a v��t�r system in two s#ages. The first low pressuce system was <br />inst�tled in the earty 1970's to serve the lower 'I/3 of the develapment. The second, a high <br />pressure system with storage tanits s�nring the upper 2!3's of the develapmeni, was irtstal{ed in <br />app�oximately 1990. The water system was deeded ta PAHA on September 19, 2005. The <br />water rights were deeded to PANA on August 29, 2006, which are a�sociaied with tFre May <br />20D0 augmentatic�rt pl�n �p seroe ttts first 70 homes buil� in the cammunity. TFEe current distribution <br />water tine f�am the tank� is also used as the fiti line frorn thc wetl.
