Permits Issued - Turbine Purchase and Interconnection
The order for the turbine will be placed following the issuance of permits and the power purchase
agreement. At the same time Xcel will be authorized to complete the power line extension required
to reach the site, and install the transformer. The turbine will be delivered within 6 months of the
order.
Construction
Construction on this site will best be performed either in the early spring or the fall. At these times
the river flows are low but temperatures are high enough to successfully place concrete and
perform construction activities. Construction will begin with preparing the bay for the installation
of the turbine, raising the existing concrete side walls and constructing a new wall behind the radial
gate. During construction, the radial gate will seal the area from water entering the work area and a
small cofferdam will be installed to dewater the downstream side of the turbine. The stilling basin
will also be constructed at this time by excavating and lining a small pool below the existing grade
at the exit of the turbine. When the turbine arrives on site, the civil infrastructure will be completed
and ready for the turbine to be installed. Turbine installation is expected to be completed within a
few days, including the interconnection to the grid.
Commissioning
Immediately following the installation of the turbine, the facility will be commissioned. Testing will
occur with the manufacturer as required by the utility. From this point forward the turbine will be
producing electricity for the Water Users.
IMPLEMENTATION SCHEDUI.F,
•FERC Exemption
•CWCB Loan Feasibility
•Power Purchase Agreement
•CWCB Loan
•NEPA Permitting
•Final Design
•Turbine order placed
•Interconnection Construction
•Construction of Civil Infrastructure
•Installation ofTurbine
•Commissioning of Facility
Rio Grande Canal Water Users Association Project Description :
