Other facilities: The Jackson Ditch Company is managed by Water Supply & Storage Company (WSSC). <br />WSSC has a ditch rider who is assigned full time, summer irrigation season only, to lackson Ditch <br />Company operations and who resides in a company house near the main head gate in Bellvue, Co. At <br />that location, there is a 6 foot Parshall Flume which is used to measure flows diverted from the Cache La <br />Poudre River into the canal. WSSC provides general management, including day to day operations as <br />well as financial, accounting and tax support. JDC reimburses WSSC for out-of-pocket costs for those <br />services and shares in office payroll and administration costs. <br />Hydrology and Water Rights <br />The Company diverts about 5,500 acre-feet of water annually from the Cache la Poudre River to <br />shareholders irrigating 4,000 acres of lands in Bellvue, La Porte and north of Fort Collins in Larimer <br />County. The sole source of water is direct flow rights in the Cache la Poudre River. Diversions and <br />deliveries usually commence in May and continue through October. <br />Water is distributed to shareholders based upon a schedule set by the Company's Board of Directors. <br />The schedule is variable, depending on water supplies and the frequency and sufficiency of natural <br />rainfall over the service area. The Company's ditch rider opens, adjusts and monitors head gates serving <br />shareholder lands under the system. <br />Water diverted and distributed is measured and monitored by the State Engineer at the main head gate <br />on the river. The Company has a Parshall flume at the main head gate and at the individual head gates <br />on the ditch for measuring flows distributed to shareholders. <br />The Company does not own or lease any reservoir storage capacity. <br />A summary of water rights is included in Appendix B. <br />Project Description <br />In dry years, when river flows fall to their lowest levels, the Company has a check structure in the river <br />bed which directs flows in the river to the east branch around a small island which lies just upstream and <br />opposite the main head gate. That is necessary to insure the Company's most senior and smallest water <br />right can be diverted when it is in priority and a river call is in place. The historic check structure has <br />fallen into disrepair and needs to be rehabilitated as it no longer is serving its intended purpose. In the <br />past decade or so the Company has had to make temporary repairs when the check structure was <br />needed in order to divert is decreed rights. We desire to undertake the permanent repairs this fall or <br />winter when the river drops to its lowest flows. <br />Alternatives <br />We have not studied alternatives as there do not appear to be any to consider. The check structure is <br />essential to preserving and utilizing the decreed water rights.
