Feasibility Study
The Jackson Ditch Company
Main Head Gate Check Structure
Rehabilitation Project
Introduction (Need for the Project)
The Cache la Poudre River splits and flows around an island upstream of the Company's head gate, about
660 feet upstream. In very low water conditions, it is necessary for the Company to divert all the river flows
into the east branch around the island in order to divert its most senior decreed water right. In the early
years of the 20th century, the Company built a wooden check structure in the same location for that
purpose. That check structure was subsequently replaced in the 1960's by one constructed of concrete.
That concrete structure has fallen into disrepair and needs to be rehabilitated as it no longer serviceable for
its intended purpose.
Project Sponsor
The project sponsor is The Jackson Ditch Company, a Colorado mutual ditch corporation, hereinafter
referred to as "JDC'. Founded in 1894, JDC has 24 shares outstanding and 73 shareholders. The
shareholder group includes the cty of Thornton and three water districts, with a combined total of 3.98
shares. Homeowner associations and a country club own about 1.75 shares. The Water Supply &
Storage Company owns 6.25 shares and is responsible for management of all operations. The remaining
12 shares (approx.) are owned by family farmers.
Project Service Area and Facilities
The JDC's facilities include the Jackson Ditch, a small house near the main head gate on the Cache La
Poudre River in Bellvue, Colorado and assorted small tools, but no vehicles or heavy equipment. See
Exhibit B for a description of the ditch location. 1DC does not own or operate any reservoirs, other
ditches or other water related facilities.
lackson Ditch Company — Main Head Gate Check Structure Rehabilitation Project 4
July 2011
