i,
, , EXISTING FACILITIES
'' The Supply Irrigating Ditch Company and the Brand Company are interested in the rehabilitation
of Knoth Reservoir which is currently in a state of disrepair. The reservoir has never held water
except for a short period of time in the 1970'S when a trial iill was attempted. The reservoir was
reported to have leaked considerably and was thus drained. The dam was never completed to the
satisfaction of the State Engineer and the reservoir was restricted to zero storage. A letter from
the State Engineer was sent to the Brand Company in 1985 advising the follow actions had to be
taken prior to the reservoir being filled.
1. Complete riprap placement.
2. Fill in ditch on the crest of the north dam.
3. Finish the secondary outlet on the north dam or remove the short piece of pipe that
now exits and backfill/repair the area according to specifications.
4. Prepare as-built drawings of the dam upon completion of construction.
5. Survey elevations of the crests of the embankment and the spillway to verify
freeboard and relative elevations of the crests.
6.
7.
E:
Submit documentation on how the south dam outlet was sealed off.
Design means to solve the seepage problem which was noted in the early 1970'S
during a trial filling of the reservoir.
Perform a hydrologic study to verify adequacy of the spillway west of the south
dam as it now exists.
Photographs 1 through 4 in this report show the condition of the dam at the current time. As
outlined above and as can be seen in the photographs, the dam is in need of repair and completion
of its major components.
ALTERNATIVES EVALUATED
During our study of Knoth Reservoir and Dam, we evaluated the following alternatives:
1) No action alternative, 2) Complete rehabilitation of the two dams to Gage Height 20 feet, and
3) Complete rehabilitation of the two dams to Gage Height 25 feet, and 4) Complete
rehabilitation of the two dams to Gage Height 30 feet. Following is a summary of our assessment
of each alternative.
No Action Alternative.
One course of action considered was to not purchase the reservoir and maintain the operation of
the ditch at its current capacity and use. The ditch has been operated in its current state for a very
long time and can be operated this way in the future. However, the need is apparent for some
storage within the system to increase the usable yield and to a11ow for more efficient operation of
the ditch. Based on this need, the SIDC decided to continue pursuing their options to buy the
reservoir and secure some storage for their system.
Knoth Reservoir-Feasibility Study Page 6
