Exhibit A <br />Water Supply Reserve Account — Grant and Loan Program <br />Scope of Work <br />WATER ACTIVITY NAME — Halligan - Seaman Water Management Project: Shared Vision <br />Planning Model <br />GRANT RECIPIENT — City of Greeley <br />FUNDING SOURCE - South Platte Basin Account -$25,435; Statewide Account -$76,305 <br />Matching Funds: $271,109 ($212,066 cash match and $59,043 in-kind) - The Halligan-Seaman <br />Water Management Project applicants are providing $112,638; The Nature Conservancy is <br />providing $34,326; CSU is providing $9,144; and Bill Werick and the Western States Watershed <br />Study is providing $115,000 in cash match and in-kind services for facilitation and model <br />oversight. <br />BACKGROUND (Provide a background and description of the project) <br />The Halligan-Seaman Water Management Project (HSWMP) participants are seeking permit <br />authorization from the Army Corps of Engineers to enlarge Halligan and Seaman Reservoirs. <br />Both reservoirs are located on the North Fork of the Cache la Poudre River. The HSWMP has <br />been awarded a Water Supply Reserve Account (WSRA) grant to develop a shared vision <br />planning (SVP) process to improve stream flows in the North Fork of the Cache la Poudre and <br />mainstem Cache la Poudre above the confluence of the North Fork. This SVP process centers <br />around a series of workshops and an interactive shared vision computer model (SVM) that can <br />incorporate operational, hydrologic, water rights, flow recommendations, and criteria for <br />ecological and biological components into a river flow regime in order to fully assess reservoir <br />operations alternatives. The overall SVP process will be carried out from July 2008 to December <br />2009; the SVM component will be completed by spring 2009. <br />Funding from the WSRA will focus on the development of the SVM. The model will be built <br />collaboratively to allow evaluation of the alternatives to see how well they meet consumptive <br />and non-consumptive use needs of the participating stakeholders. The major deliverable will be a <br />shared vision model that includes water rights components, water operational and hydrologic <br />components, ecological and biological criteria. <br />SUMMARY OF TASKS (Describe each task, the method or procedure that will be used to <br />accomplish the task, who will undertake the task, and a description of the deliverables that will <br />be produced upon successful completion of the task) <br />Task 1: Develop the SVM including the analysis of hydrologic conditions, <br />project water rights, and reservoir operations. <br />Accomplishing Task 1 will require the collection and compilation of HSWMP participant data <br />associated with water rights, water operations and hydrologic components for submittal and <br />
