Grand River will be responsible for report preparation and project administration. In addition, Grand <br />River will be responsible for assessing the water yield of each alternative, and evaluating changes in <br />stream flow associated with each option that is studied. Depending upon the complexity of the required <br />water supply investigations, an additional sub-contractor with expertise in this area may be added to the <br />study team. Grand River will also review legal and institutional issues, and conduct stakeholder <br />communication throughout the entire study process. <br />Tom Pitts represents water providers under contract through the Colorado Water Congress. Mr. Pitts <br />will assist the 10825 study as a general project advisor with considerable expertise in the Recovery <br />Program process. Mr. Pitts will also assist with the evaluation of institutional and legal issues associated <br />with the 10825 Alternatives. <br />GEI Consultants will compete all work related to facilities engineering for structural alternatives. This <br />work will include preliminary project design, constructability and geo-technical evaluations. GEI will <br />also develop cost estimates for each structural alternative. <br />It is anticipated that a fisheries biologist, a water quality specialist, and a general environmental <br />specialist will also be added to the study team in the next several months. The required expertise of <br />these additional specialists will be defined as preliminary issue identification and feasibility information <br />for the Phase 2 alternatives is developed. When the environmental issues and the required technical <br />expertise have been determined for the study alternatives, specific environmental specialists will be <br />added to the study team. Steering Committee input will be considered in the selection of the additional <br />study team members. <br />Continuing Steering Committee input and additional stakeholder input will be required throughout the <br />study. <br />We anticipate that the Steering Committee and stakeholders will provide input in the following areas: <br />• Review of Phase 1 Screening Study <br />• Phase 2 Study Alternative Selection (based on Phase 1 Study results) <br />• Selection of Evaluation Criteria <br />• Review of Legal and Institutional Issues <br />• Formulation of Additional Alternatives <br />• Water Supply & Hydrology (primarily non-structural alternatives) <br />A key area of Steering Committee assistance will be associated with the assessment of non-structural or <br />re-operational alternatives, such as exchanges between Ruedi Reservoir, Wolford Mountain Reservoir <br />and Williams Fork Reservoir.
