i <br />Important information and data will be posted on the project website for access and review by the Study <br />Team and the project stakeholders. Additional assumptions about the specific areas of study necessary <br />will be indentified through Phase 1 of this study and will be outlined in the Phase 1 report. The final <br />Phase 1 report will be provided in electronic form to all funders of the Phase 2 study and will be posted <br />on the project website. <br />4.4 Field Review <br />Field investigations will be limited to site visits by technical staff and senior specialists, as appropriate. <br />At least one and probably no more than two site visits will be made by the study team to each structural <br />alternative location. These visits will involve hydrologists, engineers, geologists, water quality and <br />environmental consultants. No drilling or site testing is planned for the Phase 2 Study. The study may <br />recommend future subsurface investigations in order to provide the data required to differentiate among <br />structural elements, especially since geophysical information may not be available for some of these <br />structural elements. <br />4.5 LeEal and Institutional Issues <br />A complete understanding of legal and institutional issues for each project element is critical. With <br />assistance from the project stakeholders, the U.S. Bureau of Reclamation and the U.S. Fish and Wildlife <br />Service, the Study Team will assemble all available information and documents related to these <br />institutional issues. Key documents will be posted on the project web-site. <br />One key legal and institutional issue relates to the authorizing legislation and exisring policy level <br />agreements for Ruedi Reservoir. A sub-committee will be established to review Ruedi Reservoir issues <br />and to prepare a white paper summarizing these issues. The sub-committee will consist of <br />representatives from the Bureau of Reclamation, Southeastern Colorado Water Conservancy District, the <br />Colorado River District, Ruedi Water and Power Authority, Colorado Water Conservation Board, and <br />the consultants. Substantial participation by the staff of these stakeholders will be required for the <br />successful completion of this work task. It is anticipated that the whitepaper regarding Ruedi Reservoir <br />will be posted on the website for review by the entire steering committee. <br />The specific costs associated with this task are approximately $11,000. This includes the preparation for <br />the multiple workshops, staff time to collect, study and review relevant documents; coordination with <br />various agency staff, production of a white paper, web updates throughout the workshop process, travel <br />to workshops and minimal meeting room expenses. We do not anticipate any legal consulting fees as the <br />expertise of the staff of the organizations within the Steering Committee is considerable on these matters <br />and they have agreed to participate in these workshops as a part of the collaborative study process. <br />4.6 Water Supulv and Availabilitv <br />The availability of water supplies for each element and alternative will be determined. It is anticipated <br />that the level of detail for the required water availability studies will vary substantially between <br />structural and non-structural alternatives. The costs associated with the tasks involved with the <br />hydrologic analysis and other related efforts are approximately $47,600.
