Gimbel <br />CWCB Director <br />SUBJECT: Water Efficiency Grant Fund Recommendation for Southeastern Colorado Water <br />Conservancy District (SCWCD) <br />Summary of Grant Application <br />The Office of Water Conservation & Drought Planning ( OWCDP) received a Water Efficiency <br />grant application from Southeastern Water Conservancy District (SCWCD). The District is <br />requesting $28,397 from the CWCB Water efficiency Grant Program to conduct water system <br />audits for the Arkansas Valley Conduit participants. <br />The District is in the process of developing a Regional Water Conservation Plan that will Support <br />efforts to complete the Arkansas Valley Conduit (AVC), and help create a regional partnership <br />between the District and the AVC project partners. Work has begun on developing the Plan; <br />however it became clear that a system wide audit of each project participant's distribution system <br />is warranted to understand and characterize those key processes in place for each entity including <br />meter testing and replacement policies, meter reading timing and methods, tracking and <br />identification of unbilled water uses, etc. <br />SCWCD project match is 59% including in -kind, cash, partner contributions, and a USBR grant. <br />The OWCDP staff has reviewed and evaluated the grant application and has determined that the <br />proposal meets or exceeds the CWCB guidelines for reviewing grant proposals. Attached is the <br />internal checklist used to evaluate the application. <br />Recommendation: <br />The OWCDP staff recommends that Jennifer Gimbel, Director of the CWCB, authorize a Water <br />Efficiency Grant for Water Conservation Planning in the amount of $28,397, for SCWCD to <br />implement these audits. <br />Attachment: Evaluation Checklist <br />Interstate & Federal • Watershed & Flood Protection • Stream & Lake Protection • Finance <br />Water Information • Water Conservation & Drought Planning • Water Supply Planning <br />
