4. The City has approximately 1,000 customers for water, of which 925 are <br />residential customers and 75 are commercial customers. <br />5. The Median Household Income for the City of Idaho Springs is $25,500 per year <br />(1990 census). This is a fair estimate of the Median Household Income for the service area. <br />6. The City's financial condition appears good at the present time. According to the <br />WPCRF Credit Report (previously submitted to the Colorado Water Conservation Board), the <br />municipal matrix indicated 5 factors rated in the "strong" category, 6 factors rated in the <br />"average" category, and 3 factors rated in the "weak" category. <br />7. The City's financial statements and 1995 and 1996 audits have previously been <br />submitted. <br />C. Why this Alternative was Selected <br />Alternatives considered: <br />a. Alternative 1: No action. <br />b. Alternative 2: Rehabilitate to improve the safety of the dam to meet the <br />minimum action requirements of the Office of the State Engineer, Dam Safety Branch. This <br />includes updating the Emergency Preparedness Plan, reseating the oil gland nut on the outlet <br />valve, installing survey monuments to monitor dam settlement, and relocating Flume 3(used to <br />measure seepage rate). Note that the relocation of the flume has been completed. <br />c. Alternative 3: Rehabilitate to restore the original storage capacity and <br />to improve the safety of the dam to meet the requirements of the Office of the State Engineer, <br />Dam Safety Branch. This includes completion of the items in Alternative 2, mitigating the <br />seepage problem, and restoring/rehabilitating the concrete spillway. This would permit a storage <br />volume of 227 AF. <br />d. Alternative 4: Construct a more extensive dam at the existing site to <br />increase the storage capacity and more fully utilize the water rights of the City. The Water <br />Rights Tabulation, included as Appendix 5, identifies the storage capacity of the site as 1,850 <br />AF. <br />2. Evaluation of Alternatives: <br />a. Alternative 1: No action: <br />1) Positive. The City will incur no additional expense for <br />rehabilitation of the Idaho Springs Reservoir Dam. <br />
