c. The project will have no significant physical impacts, once construction is <br />completed. The project will return the Idaho Springs Reservoir to its original storage capacity. <br />The crest of the Idaho Springs Reservoir Dam will be raised slightly. <br />2. Permits Required. Ordinary construction permits will be obtained by the <br />construction contractor, and design review and approval by the Office of the State Engineer, <br />Dam Safety Branch, will be required. A 404 Permit may be required for lining of the existing <br />ditch west of the concrete spillway. No other additional permitting is anticipated. <br />3. Environmental Impacts. No Environmental Assessment or Environmental Impact <br />Statement will be required. The project will restore the original capacity of the Idaho Springs <br />Reservoir. <br />4. Easements. No additional easements will be required. The project will be <br />constructed on property of the City of Idaho Springs. Access during construction may nominally <br />impact downstream users of State Highway 103 and the reservoir access road. <br />G. Financial Plan <br />1. Sources of financing for the project consist of a loan in the amount of $825,000 <br />from the CWCB and other revenue contributed by the City of Idaho Springs. <br />2. Long term debt consists of loans and bonds. The City is not in default on any of <br />it's current obligations. The City has an existing loan with the Colorado Water & Power <br />Authority, in the original amount of $1,500,000 and another loan pending, in the amount of <br />$500,000. The City has an existing loan with the Colorado Water Conservation Board in the <br />original amount of $130,000. The City also has a$SO,OOO loan with DOLA. The City has <br />existing bonds in the amount of $1.8 million. $1.36 million of these bonds will be retired in <br />1999, with the remainder to be retired in 2000. Total revenue from water sales in 1995 and 1996 <br />were $366,000 and $337,000 respectively. Projected total revenue for 1997 is $310,000. <br />Payment of a new loan to the CWCB will be from a portion of the water sales income and from <br />other City income available when the existing bonds are retired. <br />3. The projected Schedule of Revenue and Expenditures for the City of Idaho <br />Springs Water Enterprise during the loan period, including the plan for payments on the <br />requested CWCB loan, is shown in Table 1. <br />� <br />
