The contractor has completed its
work sometime ago and has been fully paid. There remain a few loose ends which were not
within the purview of the contract between WRCC and ARS but are nevertheless irnportant
pieces of completing the base project. I am attaching Exhibit A which outlines our evaluation
and estimate of these additional costs.
Once the project was completed we had the opportunity to run water through the facility
for approximately one week. This was a nice opportunity because we were able to loak at how
the project performed before waiting through winter and until next year's spring flow water
availability. We ran approximately 250 CFS into the ditch which is probably a fairly normal flow
through the Poudre Valley Canal because there are some restrictions in that canal at a couple of
bridges before it reaches the Cobb Lake facility. Running the ditch enabled us to take a real good
look as to how we thought it would perform long term and did reveal several maintenance items.
Some additional ditch work was apparently needed as a result of some wash outs. This was not
totally unexpected. When we originally designed this ditch John Andrew and I considered
carrying the rip rap in the canal much further to the West. However rather than incur the
substantial expense at that time we felt it sensible to see how the ditch runs then take whatever
maintenance and remedial steps were justified without possible over kill.
