Susan Schneider of the AGO, Joe Busto of the CWCB, Tom Ryan of the Metro Water <br />District of Southern California, Jane Maxson of the Southwestern Water Conservation District, <br />Larry Hjermstad of WWC, Mike Hjermstad of WWC, and Eric Hjermstad of WWC, Virginia <br />Sutherland, rancher from Saguache County, Thad and Sue Englert ranchers from Saguache <br />County, Albert Schnell retired WM operator, Jack DeLange San Juan Water Conservancy <br />District, and Pete Kasper DWR Water Commissioner. <br />7. Exhibit G: Letter from Southwestern Water Conservation District President John Porter stating <br />that the Eastern San Juan Mountains cloud seeding program is highly valued by the District and <br />Board of Directors. <br />8. Exhibit H: Letter from John Whipple of the New Mexico Interstate Stream Commission (NMISC) <br />to Larry Hjermstad of Western Weather Consultants dated Jun 28, 2010. The letter states the <br />NMISC continues to support winter cloud seeding for runoff for the benefit of the San Juan River <br />system and on a larger scale the Colorado River system. Whipple states that the Commission has <br />provided $109,000 over the last three winters. The Commission intends to contribute funding <br />during winter 2010 -11 but the amount of funding and distribution between the Western and <br />Eastern San Juan Mountain programs remains to be determined. <br />9. Exhibit I: Power Point presented by Western Weather Consultants. This presentation is a formal <br />presentation of the application provided. It is a point by point response to the 13 questions asked <br />by the State of Colorado of a weather modification permit applicant. In addition to the Power <br />Point there are 15 references provided to support the WWC responses that are in Exhibit O. <br />10. Exhibit J: Email from Virginia Sutherland from July 1, 2010 to Joe Busto stating that seeding in <br />the San Juan mountains is to the detriment of Cocheptopa, Sargents Mesa, Saguache Creek <br />drainages. The email requests the Board start trying to determine the serious effects this had had <br />on out of target areas. The email requests the CWCB start trying to determine the serious effects <br />this has had on out of target areas. <br />11. Exhibit K: Letter from Thad and Sue Englert who are retired physicists with doctor's degrees and <br />are ranchers in Saguache. Thad and Sue thanked the CWCB for the opportunity to hear the <br />application from WWC. They reviewed the Downwind Effects Study (listed as reference 14 in <br />this Record of Decision) and concluded that decisions are being made on small amounts of data. <br />They would like to see regional snowpack data and have it carefully analyzed. They would also <br />like a sound program of research aimed at resolving questions raised about winter weather <br />modification. <br />3 <br />
