44. Public hearing statement: Travis Smith, partly the decision made based on emotion lets base it on
the science. The Conservation Board has the authority to issue or not and that will be considered.
It is not a lifetime permit it is to have a process and Southern Colorado Farms has complied.
There is a lot of thoughts about what has caused the conditions we are in right now. The San Luis
Valley has not been too vocal for or against weather modification. Generally the San Luis Valley
isn't interested in weather modification. Travis Smith urged the citizens to bring this issue to Rio
Grande Water Conservation District. The SLV in general because of the past experience that
Virginia mentioned recently the valley was not interested in being for or against weather
modification permitting.
45. William Hoffner NASA has done a bunch of science about hail cannons. NASA is a good place
to go start because they have done a lot of science.
46. Thad Eglert asked to contact the University of Wyoming to see if they would fly into a cloud
before and after a hail cannon operations.
47. Pam Randall asked if it make a difference to the decisions if there were two or more dissenters or
if there were nine. What effect can we have in your process. What can we do to weigh on your
mind? We would like to find out if they stopped running the hail cannons if rains would return.
48. Joe Busto stated that that this isn't a forum to vote permits up and down but getting to the bottom
to what are the effects of hail cannons on the San Luis Valley is the important part of this issue. Is
there a negative thing downwind. There is no one that would say before space and time upwind of
this area that they would be having an effect.
49.
50.
51.
52.
53.
Pam Randall here is the science the rainfall is 1.70 there is the science right there.
William Hoffner the folks represented around this table are from a 70 mile radius and it is not just
a neighborhood thing several people noticing the similar consequences of the hail cannons.
Joe Busto concluded the public hearing at 4:00 PM.
At the hearing all proofs of publication were provided by the applicant Southern Colorado Farms
and one copy of the receipt that they paid to publish.
Coun
Newspaper
w ■
V.
Chaffee
The Mountain Mail
Custer
Wet Mountain Tribune
Fh%uma
City D44 d
' comty r
Hinsdale
The Silver World
Huerfano
Huerfano World Journal
Mineral
The Mineral County Miner
Rio Grande
Monte Vista Journal
Saguache
Saguache Crescent
*Don't have official proofs for these
8
Publish Date
Miry 2 &May, 19
May 12 & May 19
May 12 & May 19
Wy 12 A May 19
19
May 13 & May 20
May 12 & May 19
May 12 & May 19
May 11 & May 18
May 12 & May 19
