9. Based on the information in the proposed Operational Plan, testimony provided at the public hearing <br />and the information reviewed in the administrative record, the proposed weather modification <br />operation: <br />a. Southern Colorado Farms offers economic benefits to the area through temporary and <br />permanent employment, growing high value crops, and providing opportunities for "cooling" <br />of crops before sent to market from the San Luis Valley. § 36 -20 -112 (3)(a). <br />b. Is reasonably expected to benefit the people in the area where the operation will be conducted. <br />§ 36 -20 -112 (3) (b). <br />c. Scientifically and technical feasibility merits further scientific investigation. § 36 -20 -112 (3) <br />(c). <br />d. Does not involve a high degree of-risk of substantial harm to land, people, health, safety, <br />water rights or the environment. This is in question due to local concern however large scale <br />negative effects should be investigated but are not anticipated. § 36 -20 -112 (3) (e). <br />e. Includes adequate safeguards to prevent substantial damages to land property, water rights, <br />people, health, or the environment. § 36 -20 -112 (3) (f). <br />f. Will not adversely affect other weather modification projects. § 36 -20 -112 (3) (g). <br />g. Is designed to minimize risk and maximize economic benefits to the residents of the area. § <br />36 -20 -112 (3) (g). <br />10. Southern Colorado Farms must prepare yearly reports that include a summary log of operations, data <br />collected from CoCoRaHS and hail pads, photos, and at least one video tape that is a documentation <br />of the full sequence of hail cannons operations during a rain or hail event. The annual report will be <br />submitted no later than January 1 after operations end on September 15 each year. <br />11. All documents and data from the public hearing, record of decision, weather modification permit, and <br />data collection project will be electronically archived by the CWCB and available to the public. <br />12.
